A Level 3 Home Care Package provides tailored support services to help older Australians live independently in their own homes, ensuring they receive the necessary care and assistance while maintaining their quality of life.
Home Care Packages are in-home care & home care services that are funded (either in part or in full) by the Australian Government to help you live in the comfort of your own home while receiving care.
Level 3 Home Care Packages (HCP Level 3 or HCP3) are designed to support people who have intermediate level care needs. If you or a loved one has intermediate level care needs, you may be eligible to receive assistance with a variety of tasks.
What is included in a Level 3 Home Care Package?

How much is a Level 3 Home Care Package?
For each Home Care Package, the Australian Government will pay a different amount. This amount will be paid directly to your chosen home care provider.
The subsidy that will be paid for your Home Care Package will depend on whether you have to pay an income-tested care fee. This will be determined during an income assessment.
At July 1 2024, the Government subsidy for level 3 Home Care Packages is $40,529.60. This contribution increases every year.
Recipients of a Level 3 Home Care Package would more than likely be eligible to enter residential aged care, but would prefer to remain living in the comfort of their own home.
Level 3 Home Care Packages would also be suitable for people recovering from surgery who need nursing care within their own home.
To access a Level 3 Home Care Package, you or your loved one will need to undergo an assessment by an Aged Care Assessment Team (ACAT) - also known as an Aged Care Assessment Service (ACAS) in Victoria. This assessment will determine whether you are eligible to receive a Home Care Package and if a Level 3 package would be suitable for your in-home care needs.

All Level 3 Home Care Packages are now offered under the new Consumer Directed Care (CDC) Model which means you have more control over how your Home Care Package funds are spent. Click here to find out more about Consumer Directed Care.
Home Care Packages can only be delivered by approved services providers on behalf of the Government.
