Understanding the 8 New Levels of Support at Home

From November 2025, Australia’s aged care system is undergoing a major transformation with the introduction of the Support at Home program. One of the biggest changes is the shift from four Home Care Package levels to eight new support levels, designed to provide more tailored, flexible care for older Australians.

So, what do these 8 levels actually mean? Here’s a simple breakdown to help you understand what to expect.

Why the Change?

Previously, Home Care Packages were grouped into four broad levels, which sometimes left gaps in services or long waits for people whose needs didn’t quite fit. The new 8-level structure aims to:

  • Better match care to individual needs

  • Improve wait times for care

  • Make it easier to transition between levels as needs change


The 8 Support at Home Levels – Explained

Each level corresponds to the amount and type of support you need to live safely and independently at home. Here’s a general overview:

Level 1: Entry-Level Support

  • For those who need minimal assistance

  • Typically includes help with things like housework, meals, or transport

  • Replaces what is currently known as the Commonwealth Home Support Programme (CHSP) entry-level care

Level 2: Basic Support Needs

  • For people who need regular help, but not every day

  • May include support with bathing, dressing, shopping, or preparing meals

Level 3: Low Support Needs

  • More frequent support is needed

  • Could include home modifications, mobility aids, or weekly personal care

Level 4: Low-to-Moderate Support

  • Services start to include care coordination

  • Suitable for people with chronic conditions or recovering from illness

Level 5: Moderate Support Needs

  • Includes a higher level of personal care, nursing, and allied health

  • Suitable for people with increasing care needs

Level 6: Moderate-to-High Support

  • For those who require daily support

  • May involve complex care planning, help with medication, and regular nursing visits

Level 7: High Support Needs

  • Designed for people needing substantial assistance to remain at home

  • Includes intensive personal care, mobility support, and frequent nursing

Level 8: Very High Support Needs

  • The highest level of in-home support

  • May involve multiple daily visits, complex care, equipment needs, and carer support

How Do I Know What Level I Need?

An assessment through My Aged Care will determine your support level. The new Single Assessment System, introduced in late 2024, makes it easier to get the right help without needing separate assessments for different programs.

The new 8-level system gives older Australians more flexibility and better access to the services they need—whether that’s just a little help around the house or comprehensive daily care. It’s a more personalised approach to ageing at home.
