What the Support at Home Delay Means for Older Australians

on Tuesday, July 1, 2025

The Australian Government recently announced a delay in the rollout of its new Support at Home program, shifting the start date from July 1 to November 1, 2025. This program is a key component of the broader aged care reforms, including the new Aged Care Act, aimed at enhancing in-home care services for older Australians.

What Is the Support at Home Program?

Support at Home is designed to replace the existing Home Care Packages and Short-Term Restorative Care programs. Its goal is to create a more streamlined, flexible, and person-centered system that allows older Australians to live independently in their homes for longer.

The program aims to simplify access, provide timely services, and offer greater choice and control to recipients.

Why the Delay?

The four-month postponement follows extensive feedback from aged care providers, advocacy groups, and stakeholders who expressed concerns about the sector's readiness for the reforms. The delay is intended to ensure a smoother transition by allowing more time for providers to prepare, update systems, and train staff.

What Does This Mean for You?

For Home Care Package Recipients:Current services will continue without interruption until November 1, 2025. Unspent funds in existing packages will carry over to the new program, subject to new rules and limits.

For Those Awaiting Packages:

The release of 83,000 new Home Care Packages has been delayed, affecting individuals waiting for services like cleaning, gardening, and home modifications.

For Commonwealth Home Support Programme (CHSP) Clients:

The CHSP will remain unchanged until at least July 1, 2027, providing continuity for current clients.

While the delay may be frustrating for those awaiting services, it provides an opportunity for a more effective and well-prepared implementation of the Support at Home program. The government has committed to delivering 107,000 new packages over the next two years, aiming to reduce wait times and support a record number of people living at home.
