What is a Level 1 Home Care Package?

Home Care Packages are in-home care services that are funded (either in part or in full) by the Australian Government to help you live in the comfort of your own home while recieving care.

Level 1 Home Care Packages (HCP Level 1) are designed to support people who have basic level care needs. Basic level care needs can include basic everyday tasks.

How much is a Level 1 Home Care Package?

For each Home Care Package, the Australian Government will pay a different amount. This amount will be paid directly to your chosen home care provider.

The subsidy that will be paid for your Home Care Package will depend on whether you have to pay an income-tested care fee. This will be determined during an income assessment.

At July 1 2023, the Government subsidy for level 1 Home Care Packages is $10,271.10. This contribution increases every year.

Home Care Package: Level 1 holders would generally benefit from having a minor level of support in their own home. Level 1 Home Care Packages are ideal if you or your loved one wish to prevent premature or unnecessary admission into a residential aged care home.

To access a Level 1 Home Care Package, you or your loved one will need to undergo an assessment by an Aged Care Assessment Team (ACAT) - also known as an Aged Care Assessment Service (ACAS) in Victoria. This assessment will determine whether you are eligible to receive a Home Care Package and if a Level 1 package would be suitable for your in-home care needs.

All Level 1 Home Care Packages are now offered under the new Consumer Directed Care (CDC) Model which means you have more control over how your Home Care Package funds are spent.

What is Consumer Directed Care?

Home Care Packages can only be delivered by approved services providers on behalf of the Government.
